release/public-v2: workaround for emc_post with gfortran-10 #116

Problem is described here: https://github.com/NOAA-EMC/EMC_post/issues/186

Proposed solution (more of a workaround): patch the emc_post dceca26 tag for gfortran-10.

Comments and improvements appreciated.

so long as it stays in release/public-v2, I approve.

That's the plan, I hope that develop will do this correctly and update EMC_post to a version that has the gfortran-10 flags.

well, I actually hope EMC_post will give us 3 integer numbers in the version file that actually represents the version of the library (and executable)
