Arun has suggested we put together a template for issues, so that the NCEPLIBS issues list can be the one-stop-shop for people to get support on NCEPLIBS.
Outside users will be able to put an issue in NCEPLIBS, and, if it applies only to some of the libraries, we will add issues as needed to work the problem internally, and use the NCEPLIBS issue to ensure the user needs are met.
