py-ncepbufr on Orion and Hera. #169

Is your feature request related to a problem? Please describe. The JEDI DA projects require python API for bufr. The API is available at: https://github.com/JCSDA-internal/py-ncepbufr

Describe the solution you'd like Install the python API in the NCEPLIBS area on Hera and Orion. A request for WCOSS_Dell_P3 will be forthcoming.

The python API is now in the bufr library. This issue can now be closed.
