Port to S4 #105

NEMS should be ported to SSEC's S4 cluster to enable UFS and DA research efforts on that system.

Indeed, I do not need to make any modifications to the NEMS repository in order to port it to S4. I had originally ported the global workflow, version 16_beta, which used an older version of NEMS that required machine-specific information. Since that is no longer the case, I will close this issue.
