Resolves issue #19

Related fv3atm issue: #38

This PR will change answers for the coupled app but should have no impact on the standalone model.

A new baseline has been created corresponding to the upcoming gfsv16 commit + this nems change and can be tested using: https://github.com/DeniseWorthen/ufs-s2s-model/tree/feature/updatebaseline

Regression tests of ufs-weather-model on Hera are successful: RegressionTests_hera.intel.log
