Test the satellite radiance in MPAS-JEDI #26

This issue is for documenting the progress of testing satellite radiance in MPAS-JEDI. All tests will be completed through RDASApp. Starting the test for GOES16 ABI data over the CONUS_15km domain, and using the same case as it in fv3-jedi, which is 2022052619:

  1. Tested the same netcdf ABI radiance data that used to test fv3-jedi
  2. The initial yaml file without filter option for ABI has been successfully tested. Will continually add on the filter options step by step.
