It is noticed that the preQC values are set differently in the EMC and NCAR processed observation files for IODA/JEDI. The preQC values for surface temperature, wind, and moisture observations are set to 0-7 by EMC, but to 101 or 102 by NCAR. Need to understand why is the case.
