cycling testing with CONUS12km MPAS + JEDI #97

@chunhuazhou @spanNOAA, @Junjun-NOAA, and I are now working on a demonstration to do cycling using MPAS+JEDI. It is still at the early stage, we will have something to update in a few weeks.

@guoqing-noaa are you going to first to prepare a tool to make creating a mpas-jedi DA case/cycle from the forecast (kinds of ) be automatic, which depends on a rather complete understanding what are and are not needed/set up in mpas model and DA interface. This target was mentioned in https://github.com/NOAA-EMC/RDASApp/issues/84. If this is also interesting to you guys, we could have more discussion on this in various ways.
