Add warning message when COMINm1 restart files not existed in ncoda qc scripts (bugzilla #1136) #15

Please add warning messages when COMINm1 restart files not existed in ncoda qc scripts.

When tested ncoda_qc without COMINm1 ncoda restart files, there is no any (warning) message indicate the missing COMINm1 restart files.

Add COMINm1 restart files checking and warning message if not existed in the scripts/exrtofs_glo_ncoda_qc.sh and ush/rtofs_ncoda_amsr_qc.sh scripts.

Branch bugfixes: Print WARNING message when any of the QC, 2dVAR, or 3dVAR steps are cold started (related to issue 16). Check if the n00.restart hycom restart file exists for the 3dVAR and if not then exit with FATAL message.

Also, send an email (using mail.py) to the appropriate when this happens.
