Save dump and ice_nc files into COMDIR #24

These data files are input to the QC job and would be helpful when diagnosing a problem or rerunning the job with the same inputs. These files are $DATA/dump/$dtyp.$PDY and $DATA/ice_nc/l2out.f285.51..nc

files (possibly) affected: scripts/exrtofs_glo_ncoda_qc.sh ush/rtofs_ncoda_prep_ice.sh ush/rtofs_ncoda_prep_sfc_sfcr_prof.sh

Closed with RTOFS v2.3.0. Dump data is saved in $COMOUT/rtofs.YYYYMMDD/dump.
