Use GRB2INDEX to create index file from grib2 file #31

Currently ush/rtofs_atmforcing_stage.sh is using GRBINDEX to create the index file rather than GRB2INDEX. The grib file is grib2.

branch bugfixes: change made to ush/rtofs_atmforcing_stage.sh

Could change WGRIB to WGRIB2 in ush/rtofs_atmforcing_extract.sh. However this is only called when useslp is set to YES. That will not happen in the foreseeable future.
