Add Hercules support #3

The new MSU partition Hercules has come online. Add support for Hercules.

@JiayiPeng-NOAA I was able to run the Orion-built TC_tracker executable on Hercules for a 9-day experiment. Would you please check the outputs in the archive? They are located here: /work/noaa/global/dhuber/archive/cycled384_herc.

Hi David, I just checked the TC track/genesis data (atcfunix.gfs.2022062000; atcfunixp.gfs.2022062000; storms.gfso.atcf_gen.altg.2022062000). They look good to me. Thanks, Jiayi

@DavidHuber-NOAA The issue is to be able to build the tracker executables on Hercules rather than run Orion-built executables on Hercules. @JiayiPeng-NOAA Please take note.
