During the beta evaluation, the Aviation Weather Center has noted that the visibility reductions associated with blowing snow in RRFS are excessive in forested areas. The diagnostic will be modified based on this feedback.

@WenMeng-NOAA sorry for the confusion...there is a remaining bug in the blowing snow effect that I will address in an upcoming PR. I should have saved the unrelated CALVIS_GSD cleanup change in my recent PR for this upcoming PR. Can you reopen this issue? Thanks
