Add documentation build to CI system #912

The CI should build the doxygen documentation.

There, we can hope to one day eliminate all doxygen warnings, and have the CI check that all new PRs introduce no new doxygen warnings. In other words, the CI can check that new code has all the necessary doxygen elements. THis is very useful.
