Update Orion module file for Rocky 9 upgrade #987

Update Orion's module file to correspond to the upgraded operating system and compilers.

Resolves #983

@FernandoAndrade-NOAA Can you start the UPP RTs on Orion and Hera?

Hera is currently running. I've updated the versions in the job scripts for Orion. It looks like detect_machine may need an update, there are errors with the machine ID being empty. Please also update the stack-intel and stack-intel-oneapi-mpi versions within rt.sh

The UPP RTs were completed on WCOSS2. There is no need of baseline update.

The compiling testing on Orion looks good for me.

Hera RTs showed no changes with the previous commit, however the system is currently unavailable due to maintenance and I cannot push an up to date log at the moment. Orion RTs are in queue. Orion has been a bit slow and unresponsive today when it comes to git commands and running scripts FYI @WenMeng-NOAA

@WenMeng-NOAA The UFS currently has PR https://github.com/ufs-community/ufs-weather-model/pull/2326 open to update the UPP hash. Once this PR is merged, perhaps that PR could be updated to include the updated UPP hash?

Rerunning Orion RTs. Some tests failed in an unusual way and did not get picked up by the usual rt.sh steps.

I will try to rerun Hera with the newer commit once it is available later, sorry about the delay. Additional updates were made to the Orion job scripts along with an update to baselines from a previous PR that affected fv3r, 3drtma, and gfs cases.

Hera RTs did not complete gefs and nmmb test cases due to a timeout, rerunning.

@WenMeng-NOAA logs pushed up, no changes in results across machines. We should be good to continue with the merge process.
