[develop]: Update requirements files #994

Dependabot PR #991 identified the need for a requirements file update. The proposed update was not ideal because the zipp utility is no longer required for the requirements file. However, on testing, it was determined that the requests utility should be upgraded to a non-yanked version. Any extra utilities were removed.

RTs timed out due to the jobs being stuck in the queue too long on Friday, rerunning RTs on Hera.

Yes this PR should be good to go. There were no changes in Hera RT results and changes are for documentation only.
