Adds the updated buoy scripts.

- [x] ww3metrics_buoy.py - function wrapper around validation metrics
- [x] run_buoy.py - driver script to automate the previously listed 3 functions.

Testing

How were these changes tested?
- Initial version, lightweight testing. Each script/function was unit tested for valid input. System tested for few select cases.

@aliabdolali good catch on the number of data in table. no, it doesn't have it yet. I'll add it. I'm going to make this PR a draft for the time being.
