Add a new 'sfcsno' dump file from Synoptic reports #19

This PR adds a new sfcsno dump file from Synoptic reports and adds the new duplicate check code to keep available snow reports from TAC format if the snow reports from BUFR format are missing.

This PR depends on https://github.com/NOAA-EMC/obsproc/pull/84
