Remove test data files. #16

Removes test data files and adds external (temporary) download location.

Github (and the NOAA-EMC account there) are public sites accessible by anyone, so non of the test data should be restricted data...

@rmclaren @aerorahul is referring to observational data, some of our observations are "restricted", so as long as the test data is not restricted, then it can be hosted publicly. Some of our observations have to be kept internal and on approved machines.
