Per @aerorahul request, upload nc2grb scripts to the repository. These example scripts are used to convert a sample 0.25 degree latlon grid netCDF file outputted from ocnicepost to a GRIB2 file in the same grid. The GRIB2 template used by the scripts is uploaded to the global-workflow repository separately through the fix file issue template.
The GRIB2 template is removed from the commit this time.
