The UFS now points to the hpc-stack suite built in /apps/test/hpc-stack/i-19.1.3.304m-8.1.12h-1.14.0n-4.9.2p-2.5.10__e-8.4.2. GFS-utils should be updated to point to the same stack.

This work should be possible now that new installations of gsi-ncdiag and ncio with netCDF v4.9.2 have been installed. Hoping to complete by the end of February 2024.
