Upgrade libraries to spack-stack/1.6.0 #43

This upgrades the libraries to spack-stack 1.6.0, which upgrades the following libraries:

sp 2.3.3 -> 2.5.0 netcdf-fortran 4.6.0 -> 4.6.1

This will stay pending until it is tested in the workflow.

This has been tested on all R&D tier 1 platforms and is ready for review.

Yeah, this was an oddity of the installations.
