Where to save a README file and job card for GFS BUFR package #59

What new functionality do you need?

I am writing a README file that explains how to generate a new BUFR table when the GFS model resolution changes. Any suggestions where to save the README file in the global-workflow?

I used a job card to run the BUFR sounding package to get the new BUFR table. Will the global-workflow have a directory to save the job card like /driver/product in gfs.v16?

What are the requirements for the new functionality?

N/A

Acceptance Criteria

The README file and a job card to run the bufr job will be added to the global-workflow.

@BoCui-NOAA gfs-utils would be the place to add. drivers/ will not be present in the global-workflow. I will transfer this issue to gfs-utils repository
