Update g-w to run JEDI ATM CI on WCOSS2

What new functionality do you need?

JEDI ATM CI should run on WCOSS2 since this is the operational machine on which implementations occur. JEDI ATM CI exercises some functionalities included in GFS v17 (e.g., bufr-to-ioda conversion).

What are the requirements for the new functionality?

JEDI ATM CI should run on WCOSS2. At present it does not run for at least the following reasons:

load_ufsda_modules.sh excludes wcoss2
prod_util is not loaded
bufr/12.0.1 or later is not available
Additional problems may be found as JEDI ATM CI testing progresses on WCOSS2.

Resolution of some problems resides in other repositories (GDASApp, NCEPLIBS-bufr, ...). Others problems are g-w issues. This issue pertains only to g-w problems.

Acceptance Criteria

JEDI ATM CI successfully runs all jobs on WCOSS2
