Construct aero_diffparm.yaml #2655

Changes to aero_bmatrix.yaml, bmatrix.yaml and config.aeroanlgenb to enable the construction of the aero_diffparm.yaml file needed for running the correlation diffusion operator.

This has been tested on hera.
