What new functionality do you need?

The prep aero obs job will be merged but needs some changes before it can be fully operational.

What are the requirements for the new functionality?

COMIN_OBS should not be $DATA
Revisit memory usage request
move obs to the right spot for the CI test case, change the config.prepaeroobs file to reflect this

Acceptance Criteria

See above, and fix other issues identified in #2624
