What new functionality do you need?

JCB conventions are updated in GDASApp. The gdas.cd has is updated to bring these changes into g-w. The GDASApp changes are in feature/rename_atm

What are the requirements for the new functionality?

gdas.cd builds and runs using update JCB conventions.

Acceptance Criteria

JEDI ATM CI runs to completion on supported machines.
