This PR merges the implemented GFSv16.3.16 release branch into the operations dev/gfs.v16 branch. The GFSv16.3.16 update adds the GDAS WDQMS (WIGOS Data Quality Monitoring System) data which is 6-hourly summaries of observation reports.
Changes in this PR include:
updates to create the new gdaswdqms job: new scripts, new config, new resources, updated ecflow definition file, new ecf script, new DO_WDQMS switch variable
update gfs_ver=v16.3.16
updated transfer parm files
create new release notes
remove :shared settings from ecf scripts (NCO requested these be added later, removing them from EMC side for now)
