Automate the monitoring of experiments

Description

Add a few figures to the current monitoring script(s):

• [ ] Antarctic/Arctic ice concentration for the background and if available the L4 NSIDC ice concentration product
• [ ] Arctic ice concentration/ice thickness/snow depth from PIOMAS and GIOMAS.
• [ ] Antarctic ice concentration/ice thickness/snow depth from PIOMAS and GIOMAS

Experiment comparison:

• [ ] Time series of global statistics for a given list of experiments
• [ ] Ocean diagnostics: Ocean Heat Content (OHC)

Eventually generate figures in a post step of the workflow

If possible,

• L4 NSIDC data are available in R2D2, so it will be good if it is able to plot ioda_format data, not only 2D fields
• In global statistics in diagnosis, it is to be sure that the data is masked by land/sea index, so the diagnosis is only for the sea data only.
• one more, if diagnosis for (o-b), it will be good to have a option for |o-b| also

@hyunchul386 The L4 NESDIS data has not been pushed to r2d2 data yet. I will request @ShastriPaturi .

for NSIDC data, it seems that recently, @ShastriPaturi put some L4 NSIDC data to r2d2, like /work2/noaa/ng-godas/r2d2/gdas_marine/ob/s2s_v1/P1D/2021-07-15/gdas_marine.s2s_v1.ob.P1D.icec_nsidc_nh.2021-07-15T00:00:00Z.nc4. I think more details from @ShastriPaturi.

I plotted NSIDC data located in the r2d2 database. But I noticed the PreQc value is 1 for all.
