This PR provide a utility for preparing GraphCast model inputs from 0.25 degree resolution gdas data. This python utility have two modules one for downloading the related information from NOAA S3 bucket and the second one for extracting relevant variables, reshaping renaming and making a NETCDF file formatted similar to GraphCast input files. Also, a brief readme for the instruction of using the utility modules provided in the NCEP directory.
