Update pygrib option for grb2b file #30

Currently, wgrib2 is the option we have for generating 37 PLs ICs for graphcast. As we have pygrib method in the gdas_utility.py, its recommended that the functionality be updated to consider the grb2b file for the 37 PLs.

@LinlinCui-NOAA Could you please also check the nomads option in this PR (only for 13 PLs), people are complaining that it's not working. please fix the potential issue in your PR. Thank you very much.
