Update the cycle of accumulated precipitation field that will be accounted as GraphCastGFS ICs

Description

This PR mainly provides updates on the gdas_utility.py script to update total precipitation variable. In addition, s3 credentials are located on the cloud machine identified in the script, considering the machine name. With this update, the forecasts of GraphCastGFS for 37 pressure levels are expected to be more accurate.

Looks good to me. Do you have sample input and forecast data available? I looked the forecasts on the s3 bucket, the precip field is very different from gdas.
