fix tar file #10

The tar file was removed from ftp, a new tar file was created and uploaded to emcrzdm(thanks to @DeannaSpindler-NOAA) and setup_gridgen.m was updated. It is tested successfully. fixed https://github.com/NOAA-EMC/gridgen/issues/9
