update lgetkf satwnd yamls #12

PR #7 updated satwnd yamls in observations/atmosphere. jcb-gdas directory observations/atmosphere-lgetkf contains two satwnd yamls which also need to be updated.

This issue is opened to document the updating of satwnd yamls in observations/atmosphere-lgetkf.
