Add switch to allow for AQM-utils to be built independently #382

app_build.sh has switches to allow for each piece to be built by itself, but AQM-utils was added to RRFS after this was developed. Make it so AQM-utils can be selectively built alone.

Actually after looking more, it looks like the functionality is in place, but the documentation within the script didn't hint at it. Believe can clean up easily. Might also eliminate nexus material only used for AQM.
