Expand list of developers for this repository #53

With the expectation for this workflow to take over for the GSL "rrfs_dev1" fork currently running RRFS experiments, more non-EMC developers need to be given access to this repository.

Add: @JeffBeck-NOAA @terraladwig @TrevorAlcott-NOAA @guoqing-noaa @daviddowellNOAA @chunhuazhou ?? (basing additions in part on the codeowners file in GSL regional_workflow).

Several of these (terraladwig, Trevor Alcott, daviddowwell, and chunhuazhou) need to be added to NOAA-EMC github.

Based on communication with management, may see if we can get along without adding more people to NOAA-EMC. "External" people can fork and develop, and issue PRs to NOAA-EMC/rrfs-workflow, and also add issues to the repository. But they are excluded from the review and approval steps, so additions can be reconsidered on an individual basis if critical.
