Bring NCO-approved satingest changes into develop - filename changes due to product updates, NDE upgrades, paths set in NCO's fashion, etc.

Everything looks good and as expected. I can do the squash+merge, but will wait until @SteveStegall-NOAA has had a chance to review, for more practice.

Great! release/satingest.v4.1.0 is now merged into develop. We shall keep the release branch around until go-live date, in case there are any last minute changes required.

Any new feature branches that need to get made in preparation for the follow-on release and implementation in mid-July should be made off of develop.
