Prior to updates for the new weather filtering algorithm -- everything except that:
Main script (exseaice_analysis.sh) updated to be easier to restart from partially complete status
remove SSMI code, instrument hasn't been available for years
related: in seaice_blend, remove reference to ssmi inputs
remove developer directories for algorithms, filters,
remove legacy/duplicate copies of operational scripts (e.g. not both exseaice.sh and exseaice.sh.ecf)
retire legacy modulefiles
update versions, run.ver and build.ver to most current version numbers
remove reference to w3nco and update makefiles
confirm bugzillas have been addressed (closed issues)
begin introducing cmake. (Not ready for operational use, but works as far as it goes.)
remove legacy noice_gl and imsice_gl (gl = great lakes, not used for years)
Fortran moved from .f to .f90 and confirmed to be 2003-compliant.
Carried out -- to make a tag without filter updates but that can be checked by EIB for correctness w.r.t. standards and requirements
