add ims filtering step at end -- remove all ice not supported by most recent ims mask.

This is a change from previous, where, if an area hadn't been observed in N days, climatological ice was inserted for areas that IMS said were ice covered. N has been 4 in recent implementations.

Done. OPC likes update. Awaiting test by EIB within context of GFS runs.
