Forcing files not initialized properly when doing a restart #5

When doing a restart using GSWP3 forcing and time is beyond the initial_time monthly files, e.g.

2011-01-02 23:00:00

forcing code will not find the correct forcing file to restart the simulation; it is using initial_time.
