Forecast step now has the module loading step hard-coded into the ecf script, but segmentation faults occurred. Debugging work undergoing now.

Forecast job run and completed. The experiment is a warm start C96 test case that is identical to the regression test “control_restart”, with 127 vertical layers. The majority of files are transferred by r2d2, but “cp” is still being used to handle some files that are either unable to be handled by r2d2, or temporarily outside of centrally managed place at this time.
