This PR adds several example scripts to push and pull to and from an R2D2 database. Examples specifically include:

scripts (and config) for global dump observations in bufr (this needs expanding to other types e.g. grib etc). Part of #6
scripts (and config) for ocean observations used in SOCA. Technically not part of #6
scripts (and config) for GFS restarts used for UFO evaluation. These will be expanded to Gaussian backgrounds in a subsequent PR. Part of #5

These will form parts of pytests as they get wrapped into tasks.
