Get working with external NCEPLIBS-ip-5.x

Need to add "use ip" for all code that uses ip.

You need to install NCEPLIBS-ip on your machine.

@AlexanderRichert-NOAA can the ip-5.x _4 library handle double precision math? If so, how?
