copy wgrib code to wgrib2 repo #139

Copy the wgrib code to this repo.

Create a sub-directory at the top level for it. Build it optionally, with default OFF.

We want this code to be packaged with wgrib2. If another organization is placed in charge of wgrib2, they also need to take wgrib. The two belong together.
