Update project charter to reflect wgrib2's new home at EMC #147

If we can work out an agreement, the wgrib2 code will be hosted permanently by EMC, including programmer support.

We have very few programmers available, so this will only happen if we can assure that wgrib2 uses standard methods and tools, has a well-developed set of documentation and unit tests, and contains a minimum of code needed to perform its functions.

We have fixed the CMake build, and are working on removing copies of NCEPLIBS code, relying instead on external dependencies. We have started adding unit testing.

In future versions we need to continue bringing wgrib2 up to modern code standards and conventions, to make it easier and less expensive for us to maintain.
