Revisit prioritization criteria and scheme

The 1-2 scale is confusing to the groups. For now, we are going with high/low and will revisit a quantitative prioritization method later on.

@ChristineStawitz-NOAA I'm stil getting confused on this :/ Is it: Impact - High = 2 Effort - Low = 2 Compatibility - High = 2

Or do I have it backwards? I wasn't sure where I could look this up...didn't see it in the requirement spreadsheet

It is Impact - High = 1 Effort - Low = 1 Compatibility - High = 1
