[Feature]: add simulate functionality #544

I want to be able to create simulated data to test convergence and estimability properties of a model

Describe the solution you would like.

Able to easily generate simulated data from a converged FIMS run

Describe alternatives you have considered

TMB has a feature to do this, but requires code and use of TMB. Do not want to be dependent on TMB to do it.

Statistical validity, if applicable

Describe if this is needed for a management application

Additional context

Should be easy to select whether to simulate random effects, observations, or both.

[ ] uncomment out simulate code for dnorm and dlnorm
[ ] write simulation tests
[ ] add simulation code for multinom following WHAM example
