[Feature]: SPR-based reference points for FIMS #574

Is your feature request related to a problem? Please describe.

One of the main missing features to operationalize FIMS is the ability to calculate reference points

Describe the solution you would like.

Thanks to SIS I have a summary of the most commonly used BRPs across regions, %SPR is most common, specifically 30-40%, so making this issue specifically about SPR and then we can make other issues later.

@kellijohnson-NOAA should this be assigned to me? I have not been working on this, and it's probably not my area of expertise.

Thanks @ChristineStawitz-NOAA for the reminder, it was only assigned to you so I could check and see why we were considering SPR-based reference points first. And, you answered that question in a different conversation and it is in the original issue but I just do not read that well sometimes. So, I will re-assign.
