"Change the name of 03-M1-model-specification.Rmd to 03-model-specification.Rmd and tag the repository at the end of M1 rather than having individual files for every single milestone."

Completed in c8102c4 (pushed directly to main without code review because it was a trivial change).

Note, the commit I chose for the new M1 tag on this repo (see https://github.com/NOAA-FIMS/collaborative_workflow/tags) was from November, well after the M1 release in July, but it included a description of the model specifications that should have been available at the time of release.at should have been available at the time of release.
