[BUG]: README has broken links and outdated information

Describe the bug

• Link to on line 108 of the README is not working, which should take you to https://nadiaeghbal.com/user-support.
• Information references Christine and should be made generic if kept.
• Remove Best Practices Section
• Remove Potential Problems Section
• If the two sections mentioned above contain links that are needed, move them to the relevant locations in the .qmd files
• References should have links when they are cited in line.

To Reproduce Navigate to https://nadiaeghbal.com/user-support to get the error.

Expected behavior A clear and concise description of what you expected to happen. I wonder if there is a GitHub action that will check to make sure that all links take you to valid locations? @k-doering-NOAA have you seen anything like this. I would rather have an action tell us that a link is broken than a future reader of the workflow.

The only remaining part of this issue, but it can be ignored because it is slightly overkill, is "I wonder if there is a GitHub action that will check to make sure that all links take you to valid locations?" Seems like this action might be able to do this.
